USDT to VND price chart
Solid lines are P2P rates. The dashed line is the spot reference: the OKX USDT/USD index multiplied by the day's USD exchange rate. When P2P sits above the dashed line, buying USDT on P2P costs more than spot.

Vietnam's crypto pilot: licensed providers, trading in dong
Resolution No. 05/2025/NQ-CP, in force since 9 September 2025, sets up a crypto-asset market as a five-year pilot. The English glosses below are not official translations.
- Article 4(4): only organisations licensed by the Ministry of Finance to run a crypto-asset trading market may provide crypto-asset services, or advertise and market crypto assets.
- Article 4(7): “Việc chào bán, phát hành, giao dịch, thanh toán tài sản mã hóa phải được thực hiện bằng Đồng Việt Nam.” Offering, issuing, trading and paying for crypto assets must be done in Vietnamese dong.
- Article 7(2): six months after the first service provider is licensed, domestic investors who trade crypto assets other than through a Ministry-licensed provider face administrative penalties or criminal liability, depending on the violation.
The Article 7(2) period runs from the first licence the Ministry of Finance grants under the resolution, so its start date depends on that announcement.
Decree No. 284/2026/NĐ-CP on administrative penalties for crypto assets was issued on 16 July 2026 and has applied since 1 September 2026. It fines organisations 180 to 200 million dong for providing crypto-asset services, or advertising or marketing crypto assets, without the licence. An individual who does the same is fined half.
What the USDT/VND board shows, and what it doesn't
The figures are a record of public ads on OKX P2P and Binance P2P, read every 10 minutes. Showing their prices says nothing about whether either exchange holds a licence under Resolution 05/2025/NQ-CP. Licensed providers are named in the Ministry of Finance's announcements, so check there for the current list.
Dong prices are long numbers, so the premium column, which compares the P2P buy rate with spot (how it is worked out), is the simpler way to compare one day with another.
Domestic e-wallets have rules of their own. ZaloPay's user agreement lists “giao dịch liên quan đến tiền ảo” (transactions related to virtual currency) among prohibited acts. VNPAY's e-wallet terms prohibit buying, selling or exchanging virtual currency (both terms as of September 2026).
FAQ
How many dong is 100 USDT today?
The latest board shows the dong price of 1 USDT on each exchange, and the converter on this page multiplies it out for 100 or any other amount. The buy column is the price of getting USDT; the sell column is what an advertiser pays for it. Both move with each 10-minute update.
Has Vietnam licensed any crypto exchange yet?
Licences under Resolution 05/2025/NQ-CP are granted by the Ministry of Finance, so check its announcements for the current list. The six-month period after which domestic investors must trade only through licensed providers starts from the first licence.
When did Vietnam's crypto penalties decree take effect?
Decree No. 284/2026/NĐ-CP took effect on 1 September 2026. It fines organisations 180 to 200 million dong for providing crypto-asset services, or advertising or marketing crypto assets, without a licence. Individuals who do the same are fined half those amounts.
Do ZaloPay and VNPAY allow transactions in virtual currency?
No. Their user terms, in the versions of September 2026, list transactions involving virtual currency among prohibited acts.
