USDT to CNY: a P2P rate that can sit below spot

A P2P price below spot means buyers paid less for USDT than its market value in yuan. That is where the yuan stood on 27 October 2026: about 0.35% under the spot line, the lowest premium of the eleven currencies on this site that day. The P2P premium guide explains what the spot line is and how the premium is worked out.

OKX says a P2P buyer pays “a rate set by the users themselves”, and Binance says the offers on its P2P market come from other Binance users, so a below-spot figure is simply where advertisers priced their yuan ads at that moment. A Chinese-language converter is on the USDT 人民币换算 page.

China's current rules: Notice No. 42 of 2026

The current document in mainland China is the Notice on Further Preventing and Handling Virtual Currency and Related Risks (Yinfa [2026] No. 42). It was issued on 6 February 2026 by the People's Bank of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the State Administration for Market Regulation, the National Financial Regulatory Administration, the China Securities Regulatory Commission and the State Administration of Foreign Exchange. It repealed the 2021 notice, Yinfa [2021] No. 237.

Key sentences, with English renderings that are not official translations:

  • “虚拟货币不具有与法定货币等同的法律地位。” Virtual currency does not have the same legal status as legal tender.
  • Bitcoin, Ether and Tether (泰达币) are named as virtual currencies that have no legal-tender status and “不应且不能作为货币在市场上流通使用” (should not and cannot circulate as money in the market).
  • “虚拟货币相关业务活动属于非法金融活动。” Business activities related to virtual currency are illegal financial activities.
  • “境外单位和个人不得以任何形式非法向境内主体提供虚拟货币相关服务。” Overseas entities and individuals must not illegally provide virtual-currency-related services, in any form, to parties in China.

The notice also says that where investment in virtual currencies and related products violates public order and good morals, the civil acts involved are invalid and the investor bears the resulting losses. The text names Tether as 泰达币; the term USDT does not appear in it.

Exchange rules that single out CNY or Chinese nationals

Binance's English P2P appeal handling rules (updated 15 October 2024) state: “This rule applies to non-CNY trades only.”

OKX's P2P help page (updated 15 September 2026) says: “Users with Chinese (CN) nationality residing overseas aren't permitted to trade in overseas fiat currencies”. That applies to Chinese citizens abroad who look at the INR, PHP, EUR or other boards on this site.

FAQ

Is the 2021 notice on virtual currency (Yinfa [2021] No. 237) still in force?

No. Yinfa [2026] No. 42, issued on 6 February 2026 by the People's Bank of China and seven other authorities, repealed it. Notice No. 42 is the current document.

How many yuan do I get for 100 USDT today?

Look at the sell rate on the latest board, or enter 100 in the converter and switch it to the sell side: the sell rate is what advertisers offer for your USDT, while the buy rate is what they charge you for it. Both update every 10 minutes, and the ad you choose fixes the actual amount.

Why can the CNY P2P rate be below the spot reference?

P2P prices are set by the users who post ads on each exchange, so they can land on either side of spot. A negative premium means P2P buyers were paying less than USDT's market value converted into yuan at that update.

Can Chinese nationals living abroad use OKX P2P in other currencies?

OKX's P2P help page says users with Chinese (CN) nationality residing overseas are not permitted to trade in overseas fiat currencies.
