What the Central Bank of Sri Lanka says about cryptocurrency

The Central Bank of Sri Lanka (CBSL) set out its position in a public notice, “Risks of using and investing in Cryptocurrency”, published on 29 March 2023. Four points from it:

TopicCBSL wording
Licensing“CBSL has not issued any licence or authorized any individual or business to operate schemes involving cryptocurrency”
Legal tender“cryptocurrencies are not considered as legal tender in Sri Lanka”
CardsUnder Directions No. 03 of 2021 issued under the Foreign Exchange Act, No. 12 of 2017, “Electronic Fund Transfer Cards (EFTCs) such as debit cards and credit cards are not permitted” for payments related to cryptocurrency transactions
Foreign currency“Cryptocurrency operates through informal channels” and “can also cause a loss of valuable foreign currency to the country”

Comparing the two exchanges in rupees

Look at both columns, not just the premium. The premium uses the lower of the two buy rates (how it is calculated), so the other exchange may sit well above it, or show a dash if it had no suitable ads at the last update. For fixed sums, the 10 USDT and 100 USDT pages convert at the latest rates.

Paying for a rupee order: cards, names and fees

Start with the card rule. Under CBSL's Directions No. 03 of 2021, debit and credit cards are not permitted for payments related to cryptocurrency transactions, so a card cannot be used to settle a P2P order.

Whatever payment method an ad lists, two exchange rules decide whether you are covered if something goes wrong. OKX requires the paying account to be in the same name as your verified OKX account. Binance says it is not liable if a buyer sends money to an account other than the one in the order's payment details, or to a third party.

The rates on the board are ad prices only, with no fees deducted. OKX's P2P help page says “No service fee for trading P2P” but notes that external payment providers may charge their own fees. Binance's P2P introduction says it may charge transaction fees to takers and makers on every completed order. A bank or wallet charge on the rupee transfer comes on top of whichever rate you use.

Binance encourages users to check the ad price carefully before placing an order. Do the same with the ad's limits and payment method.
